Candidate Terms

These Candidate Terms apply when you register as a candidate, create or maintain a Hiro profile, participate in matching or interviews, or use employment-agency, work-pass or placement services provided by MIRACHAEL SHINES PTE. LTD., a licensed employment agency in Singapore under EA Licence 17C8841.

The Hiro Terms of Use and Privacy Policy also apply. A separate fee schedule, work-pass authorisation, employment document or opportunity-specific agreement may apply when you proceed with a particular employer or placement.

1. Scope and related terms

These Candidate Terms apply when you submit a candidate registration, create or maintain a candidate profile, participate in matching or interviews, or use employment-agency, work-pass or placement services through Hiro.

The Hiro Terms of Use and Privacy Policy form part of the rules governing your use of Hiro. Where a separate fee schedule, work-pass authorisation, employment contract or opportunity-specific document applies, you should read it before accepting or authorising the relevant step.

If there is an inconsistency, the more specific document applies to the particular transaction, except that no document removes a right or protection that cannot lawfully be excluded.

2. Eligibility and personal use

Candidate accounts and profiles are intended for persons who are at least 18 years old. You must use a candidate account for yourself and must not create or control a profile for another person unless Hiro has expressly approved a lawful representative arrangement.

You must be legally able to seek the relevant employment and must meet any applicable entry, work-pass, age, qualification, health or other lawful requirements for the opportunity.

3. Registration and no guarantee

Candidate registration is free at launch and records your interest in suitable Singapore opportunities. Registration is not an employment offer, placement, work-pass application or guarantee of any outcome.

Hiro may place a profile under review, request more information, approve it, reject it, mark it incomplete, pause it, archive it or remove it where reasonably necessary.

Profile approval, shortlisting, an interview or an offer does not guarantee an In-Principle Approval, work pass, entry into Singapore, continued employment or placement.

4. Accuracy and supporting information

You must provide complete, accurate and current information about your identity, age, nationality, location, education, qualifications, employment history, skills, language ability, availability, salary expectations, work-pass history and any other material matter.

You must not submit or use:

  • a false, altered, borrowed or misleading document;
  • a photograph or video that misrepresents your identity;
  • a false certificate, reference or employment record;
  • another person's account, identity or contact details; or
  • information that conceals a material fact relevant to hiring.

You must promptly correct information that becomes inaccurate. Hiro may request supporting evidence and may verify information with issuing institutions, previous employers, government systems or other lawful sources where appropriate and authorised.

5. Profile review, translation and presentation

Hiro may review, standardise, translate, summarise, format and mask your submitted information to create a consistent employer-facing profile.

Hiro may remove direct contact details, irrelevant personal data, unsafe content, unsupported claims or material that does not meet platform requirements. You remain responsible for the underlying facts and should review material profile information when given the opportunity.

Translations and summaries are provided for convenience. You may request correction if a translation, summary or standardised profile materially changes your meaning.

6. Masked profiles and authorised identity disclosure

Employers may initially see only an approved masked profile. This may include a candidate ID or alias, age range, nationality or current country, job category, experience, skills, English level, availability, salary range, readiness band and approved media.

Your direct contact details, passport or FIN, residential address, private messaging IDs, full identity documents and other restricted information will not be disclosed merely because an employer browses or shortlists your profile.

Identifiable information may be disclosed to a verified employer at an authorised stage, including after the employer accepts applicable candidate-introduction terms and Hiro records the candidate-specific introduction.

Candidate information held by the main Hiro platform will not automatically be shared with other employment agencies.

7. Shortlists, Swipe Search and activity information

Employers may shortlist or pass on approved profiles through browsing or Hiro Swipe Search. A shortlist count is an activity indicator only. It does not identify the employers, create an obligation or guarantee an interview or offer.

Hiro may define when a shortlist is active, expired, withdrawn or closed and may remove duplicate, outdated or ineligible activity. The number may therefore increase or decrease.

8. Singapore-Ready Score, readiness band and matching

You may receive a Singapore-Ready Score, breakdown and improvement checklist. Employers may see only the applicable readiness band rather than your full score.

Hiro Smart Match and candidate ranking may use structured criteria, assisted processing and human review. These tools do not determine your legal eligibility, MOM outcome or final selection.

You may request correction of inaccurate profile data or human review of a material score or match by contacting hello@hiro.sg.

9. Candidate conduct

You must:

  • communicate honestly and respectfully with Hiro and prospective employers;
  • attend agreed interviews on time or give reasonable notice if unavailable;
  • follow reasonable verification, interview, work-pass and placement instructions;
  • keep account credentials and restricted information secure; and
  • promptly report suspected fraud or unauthorised access.

You must not:

  • conceal contact details in profiles, videos, documents or messages;
  • approach a masked employer or arrange an unauthorised interview;
  • bypass a recorded candidate introduction or agreed placement process;
  • harass, threaten, deceive or pressure an employer, another candidate or Hiro personnel; or
  • misuse confidential employer or platform information.

10. Interviews, screenshots and recordings

Hiro may schedule and attend interviews through Zoom, WhatsApp or another approved method.

You must not make an audio recording, video recording, screenshot, screen recording, livestream, AI transcript or automated meeting-bot record unless Hiro and every participant are informed beforehand and clearly agree.

Hiro may retain necessary written administrative records such as the interview date, attendees, attendance, outcome and relevant notes. Hiro does not routinely record MVP interviews.

A web app cannot guarantee that every device or external camera is technically prevented from capturing content. Contractual restrictions, masking, controlled disclosure, watermarks and access records may therefore be used together.

11. Job information and your decision

Before you are asked to make a material decision, Hiro will use reasonable efforts to provide available information about the role, employer, salary or range, intended work pass, working arrangements, material deductions, applicable candidate-paid fees and other important conditions.

You are responsible for considering whether an opportunity is suitable and asking questions before accepting an offer or authorising a work-pass application.

You must not pay an employer, intermediary or another person an undisclosed payment, kickback or fee. Report any suspicious request to Hiro promptly.

12. Work-pass authorisation and application information

A work-pass application will proceed only after the required employer authorisation and candidate consent or documentation have been obtained.

You must review the proposed employer, occupation, salary, deductions and other material information before authorising a work-pass application. Tell Hiro immediately if anything is inaccurate or differs from what was agreed.

Official applications are made through MOM systems. Hiro does not control MOM's assessment, processing time or decision.

13. IPA, travel and entry into Singapore

You must receive and keep your complete candidate or foreign employee copy of any In-Principle Approval made available by MOM. Review the stated employer, occupation, salary, deductions and Singapore employment-agency fees.

Do not travel to Singapore or buy a non-refundable ticket until MIRACHAEL SHINES PTE. LTD. has provided written confirmation that travel arrangements may proceed and you have the required valid documents.

Written travel clearance is an administrative safeguard. It does not guarantee entry into Singapore, issuance of a work pass or commencement of employment.

14. Passports, work passes and sensitive documents

You should retain control of your passport, work pass and complete IPA. Hiro may temporarily receive or handle an original or copy only where lawful and reasonably necessary for employment, verification, a work-pass transaction or another agreed administrative step.

Hiro will not require an agreement allowing it to retain or transfer your passport or work pass for an unrelated purpose.

Do not upload highly sensitive documents through a temporary Interest Form. Hiro will request them only when operationally necessary and appropriate document controls are available.

15. Candidate fees, payment timing and receipts

You will not be charged merely to register interest or maintain a launch-stage candidate profile.

If you proceed with a candidate-paid employment-agency service, the applicable fee, calculation, payment timing, refund rights and dispute process will be disclosed before payment.

A Singapore employment-agency fee will not be collected from you before you have been successfully placed and the applicable work visa has been obtained, as required by law.

Any agency fee charged by the Singapore employment agency will remain within the applicable statutory cap. This is generally no more than one month of fixed monthly salary for each year of the approved work-pass or employment period, whichever is shorter, subject to a maximum of two months' salary and any required pro-rating.

Hiro will issue a written, itemised receipt for any candidate fee it receives.

16. Refunds, renewals and prohibited charges

Where Singapore law requires a refund of candidate agency fees, including where employment is terminated within the first six months and the statutory conditions are met, Hiro will provide at least the refund required by law within the applicable timeframe.

A voluntary resignation generally does not entitle a candidate to a statutory agency-fee refund. Different rules may apply where a person was pressured to resign or another statutory exception is involved.

MIRACHAEL SHINES PTE. LTD. may charge an employer a separately disclosed service fee for authorised work-pass renewal assistance. You, as the candidate or worker, will not be charged an agency fee for a work-pass renewal. Employer administrative costs, including levy and official work-pass application or renewal fees, must not be recovered from you where prohibited by law.

Nothing in these Candidate Terms removes a statutory fee cap, receipt right, refund right or right to complain to MOM.

17. Personal data and communications

Hiro will handle candidate personal data in accordance with the Privacy Policy and applicable Singapore law. You should read the Privacy Policy before providing sensitive information.

Hiro may send necessary operational messages about registration, verification, profiles, shortlists, interviews, documents, work-pass steps, payments, security, complaints and service changes.

Promotional marketing requires separate optional consent where required. You may opt out of promotional messages without losing necessary operational communications.

18. Withdrawal, inactivity and account closure

You may ask Hiro to pause or withdraw your profile, stop matching, close your account or withdraw consent where consent is relied upon.

Withdrawal may prevent Hiro from continuing a service and does not invalidate processing already lawfully carried out. Hiro may retain records required for recruitment, work-pass, payment, audit, dispute, legal or regulatory purposes.

If your profile is inactive, incomplete or cannot be verified, Hiro may archive or remove it after reasonable notice where appropriate.

19. Safety, exploitation and reporting concerns

Contact Hiro promptly if you believe a job, employer request, fee, deduction, document request, salary term, accommodation arrangement or work-pass step is misleading, unsafe or unlawful.

Hiro may pause a process, preserve relevant evidence, seek clarification or report a suspected breach where required by law or MOM licence conditions. This does not guarantee a particular enforcement outcome.

20. Suspension, restriction or rejection

Hiro may reject, pause, restrict or close a profile where reasonably necessary because of:

  • material falsehoods or unverifiable information;
  • fraud, abuse or a security risk;
  • unlawful or threatening conduct;
  • repeated unjustified non-attendance;
  • an unauthorised bypass attempt;
  • misuse of confidential information; or
  • a breach of applicable terms.

Where appropriate, Hiro may first ask you to explain or correct the issue.

21. Complaints, disputes and legal rights

Send a candidate complaint to hello@hiro.sg with your candidate ID, contact details, a clear description of the issue and any relevant evidence.

Hiro may request further information and will review the matter within a reasonable period having regard to its complexity and any legal or regulatory requirements.

You may contact MOM or another competent authority where appropriate. These Candidate Terms do not prevent you from exercising any statutory or other legal right that cannot be excluded.

The governing-law and dispute provisions in the Hiro Terms of Use also apply to these Candidate Terms.
