Terms of Use

Hiro is operated by MIRACHAEL SHINES PTE. LTD., a licensed employment agency in Singapore under EA Licence 17C8841.

These Terms apply to visitors, Interest Form respondents, candidates, employers, employer representatives, account holders and other persons who access or use Hiro. Candidate and employer activities may also be governed by separate role-specific or transaction-specific terms.

1. About Hiro

Hiro is a candidate-profile and hiring platform operated by MIRACHAEL SHINES PTE. LTD. ("Mirachael Shines", "we", "us" or "our"), a licensed employment agency in Singapore under EA Licence 17C8841.

Hiro supports interest registration, candidate-profile creation and review, employer browsing of approved masked profiles, shortlisting, interview requests, candidate introductions, employment-agency services, and related work-pass and placement administration.

Hiro is not a Ministry of Manpower ("MOM") website, does not issue work passes, and is not an open direct-contact marketplace.

2. When these Terms apply

These Terms of Use apply to visitors, Interest Form respondents, candidates, employers, employer representatives, account holders and any other person who accesses or uses Hiro.

Candidates must also accept the Candidate Terms before using candidate-account or placement features. Employers and their authorised representatives must also accept the Employer Terms before using employer-account or candidate-access features.

Additional transaction-specific documents may apply, including a candidate fee schedule, employer service agreement, work-pass authorisation, or Candidate Introduction and Placement Terms. If there is a conflict, the more specific document applies to the relevant transaction, except that no document limits a right or obligation that cannot lawfully be limited.

3. Acceptance and electronic records

You accept these Terms when you actively indicate acceptance, create or use an account after being shown these Terms, submit a form that expressly incorporates these Terms, or continue with a feature for which acceptance is required.

Hiro may record the applicable terms version, date and time, account or contact identifier, acceptance action and proportionate technical logs. Electronic acceptance and electronic records may be used to form and evidence agreements to the extent permitted by Singapore law.

Mere viewing of a public page does not by itself make you a candidate or employer client of MIRACHAEL SHINES PTE. LTD. Nor does submitting an Interest Form by itself create a fee obligation unless a separate fee arrangement is clearly disclosed and accepted.

4. Eligibility and authority

You must have legal capacity to agree to these Terms. Candidate services are intended for persons aged 18 or above.

If you use Hiro for an employer or another organisation, you confirm that you are authorised to act for that organisation and to provide the submitted information. Hiro may require identity, company, UEN, authority or eligibility checks before granting access to restricted functions.

5. Accounts and security

You must provide accurate, complete and current information, keep login credentials confidential, and promptly inform Hiro if you suspect unauthorised access.

You must not:

  • share an account with an unauthorised person;
  • use another person's credentials;
  • create misleading or duplicate accounts;
  • attempt to access information outside your permitted role; or
  • interfere with a security, verification or access-control measure.

Hiro may require password changes, multi-factor authentication, re-verification or other reasonable security measures where appropriate.

6. Service scope and administration

Hiro may provide profile management, multilingual presentation, matching support, readiness assessments, Swipe Search, shortlisting, interview coordination, candidate introductions, work-pass status tracking and post-placement administration.

MIRACHAEL SHINES PTE. LTD. controls candidate contact, interview scheduling, restricted information release, work-pass administration and placement workflow for the MVP. Official applications and decisions remain in the relevant government systems.

Hiro may use manual administration, email, WhatsApp, Zoom or other approved channels where an in-app function is not yet available.

7. Profiles, masking and controlled disclosure

Candidate and employer information may be reviewed, standardised, translated, formatted, masked, watermarked or withheld before display.

Access to a masked profile does not grant ownership of the information or permission to use it for an unrelated purpose. Restricted details may be disclosed only at an authorised recruitment stage and subject to applicable role-specific or candidate-specific terms.

Hiro may correct formatting, obvious inconsistencies or translations, but users remain responsible for the underlying accuracy of information they provide.

8. Acceptable use

You must:

  • use Hiro only for genuine recruitment, employment-agency or job-seeking purposes;
  • comply with applicable law, MOM requirements, data-protection obligations and fair-recruitment requirements;
  • respect access restrictions, confidentiality, intellectual property and the safety and dignity of other users; and
  • follow reasonable instructions issued by Hiro for verification, interviews, documentation, work-pass steps and security.

9. Prohibited conduct

You must not:

  • impersonate a person, employer, employment agency or government authority;
  • provide false, misleading, discriminatory or unlawful information;
  • scrape, bulk extract, copy, sell, publish or build a separate database from Hiro content;
  • circumvent masking, watermarks, expiring links, access controls or role restrictions;
  • upload malware, probe vulnerabilities or interfere with platform operation;
  • harass, threaten, exploit or discriminate unlawfully against a candidate, employer or Hiro personnel;
  • advertise unrelated services or use Hiro data for direct marketing, debt collection, surveillance or another incompatible purpose; or
  • make false claims about jobs, salaries, fees, work passes, government approval or guaranteed outcomes.

10. No unauthorised direct contact or circumvention

Hiro is not designed for candidates and employers to bypass MIRACHAEL SHINES PTE. LTD. Users must not conceal contact details in profile content, seek or exchange unauthorised direct contact, arrange an off-platform interview or placement contrary to an agreed process, or use Hiro information to avoid a properly disclosed and agreed service fee.

Any candidate-specific protection period, prior-knowledge procedure, employer placement fee or remedy will be stated in separate Candidate Introduction and Placement Terms. This general clause does not create an undisclosed fee.

11. Interviews, recordings and restricted content

Interviews may be arranged through Zoom, WhatsApp or another approved method, and a representative of MIRACHAEL SHINES PTE. LTD. may attend or facilitate them.

No participant may make an audio or video recording, screenshot, screen recording, livestream, AI transcription or meeting-bot record unless Hiro and every relevant participant are informed beforehand and clearly agree.

Hiro may retain necessary written administrative records such as the interview date, attendees, attendance, outcome and relevant notes.

Hiro may use masking, role-based disclosure, dynamic watermarks, restricted copying, expiring links and access logs. A web app or PWA cannot guarantee that every screenshot or recording will be technically prevented.

12. Matching, readiness assessments and AI-assisted features

Hiro may use structured criteria, automated tools or AI-assisted processing to support translation, profile review, the Singapore-Ready Score, readiness bands, Hiro Smart Match and ranking.

These outputs are assistance tools. They are not MOM assessments, guarantees, legal advice or final employment decisions. Human review remains available for material scores, matches or profile information, and Hiro may correct, adjust or override assisted outputs.

Employers remain responsible for their hiring decisions, and candidates remain responsible for deciding whether to proceed with an opportunity.

13. No guarantee of outcome

Registration, profile approval, browsing, shortlisting, a shortlist count, a match, an interview request, an introduction, payment or work-pass submission does not guarantee an interview, offer, employment, In-Principle Approval ("IPA"), work pass, entry into Singapore, placement, salary level or duration of employment.

Government authorities control work-pass and entry decisions. Employers control hiring decisions, subject to applicable law.

14. Fees and separate commercial terms

Candidate registration and employer browsing, shortlisting and interview requests may be offered free at launch unless Hiro clearly states otherwise.

Employment-agency or placement services may involve fees. Applicable fees, taxes, government or third-party costs, payment timing, refund rights and material conditions will be disclosed in a separate schedule or agreement before the relevant paid service proceeds.

No payment guarantees a job, work-pass approval, entry or placement. Statutory fee caps, receipt obligations, refund rights and non-excludable protections continue to apply.

15. Third-party services and links

Hiro may use or link to providers for forms, hosting, authentication, storage, messaging, email, video calls, analytics, translation, AI-assisted processing or payments.

Third-party services may have their own terms and privacy notices. Hiro is not responsible for a failure caused solely by a third party outside its reasonable control, but this clause does not exclude any responsibility that cannot lawfully be excluded.

16. Intellectual property and user content

The Hiro name, logo, software, website design, text, graphics, workflows and original materials belong to MIRACHAEL SHINES PTE. LTD. or its licensors. Users receive only a limited, revocable, non-transferable right to use Hiro for its intended purpose.

Users retain rights they lawfully hold in content they submit. They grant MIRACHAEL SHINES PTE. LTD. a non-exclusive licence to host, secure, review, translate, format, mask, display and otherwise process that content as reasonably necessary to provide Hiro, comply with law and protect legitimate interests.

You must have the necessary rights and permissions for content you submit, including employer logos and candidate media.

17. Availability, changes and notices

Hiro may add, modify, suspend or remove features as the platform develops and may perform maintenance or security work. Hiro does not promise uninterrupted or error-free availability.

Material changes to these Terms will be published with an updated date. Where appropriate, users will be asked to accept the revised terms before continuing with affected functions.

Operational notices may be sent through the account, website, email, WhatsApp or another contact channel provided by the user.

18. Suspension, closure and preservation of evidence

Hiro may restrict, suspend or terminate access where reasonably necessary because of suspected fraud, false information, data misuse, unauthorised contact, circumvention, security risk, legal or regulatory requirements, or breach of applicable terms.

Where appropriate, Hiro may request an explanation or correction before permanent action. Hiro may preserve relevant records where reasonably necessary for an investigation, dispute, legal claim, audit or regulatory obligation.

Account closure does not automatically erase records that must or may lawfully be retained.

19. Disclaimers and limitation of liability

Hiro will take reasonable care in operating the service but cannot independently guarantee every statement made by a candidate, employer or third party.

To the maximum extent permitted by law, MIRACHAEL SHINES PTE. LTD. is not liable for indirect, incidental, special or consequential loss arising solely from access to or inability to use Hiro. Any exclusion or limitation is subject to applicable Singapore law and any legal requirement of reasonableness.

Nothing in these Terms excludes or restricts liability for fraud, wilful misconduct, death or personal injury caused by negligence, breach of a non-excludable statutory duty, or any liability that cannot lawfully be excluded or restricted.

20. Complaints and disputes

Questions or complaints should first be sent to hello@hiro.sg with enough information for Hiro to identify and assess the matter. Hiro will respond within a reasonable time having regard to the nature, complexity, evidence and any regulatory process.

This complaint process does not prevent a person from contacting MOM, the Personal Data Protection Commission, the Tripartite Alliance for Dispute Management, the police, a court or another competent authority where appropriate.

21. Governing law and general terms

These Terms are governed by Singapore law, and disputes are subject to the jurisdiction of the Singapore courts unless the parties validly agree to another dispute-resolution method.

If a provision is invalid or unenforceable, the remaining provisions continue to apply. A delay in exercising a right is not a waiver.

No person who is not a party to these Terms has a right to enforce them under the Contracts (Rights of Third Parties) Act 2001, except where a specific document expressly states otherwise.

Where a translation is provided for convenience, the English version prevails to the extent permitted by law if there is an inconsistency.
